This takes the project from early experiments to a design ready for a first factory trial of 50-100 devices. A working system can be tested in one authorised car earlier: 7-9 months after about KWD 92k has been spent.
Approve the budget in stages. Continue only if the one-car test proves acceptable battery use, location accuracy, alerts and reliability.
Making more units lowers the price. Estimated factory cost falls from about GBP 206 each at 100 units to GBP 99 each at 10,000.
Keep vehicle control separate. A future feature that prevents a parked car from starting is not included in this budget or timetable.

From a table-top test board to a protected car device
The uploaded photographs show useful early experimentation. The concept below illustrates how the same idea could be placed inside a robust case with a protected cable connection.

An early table-top experiment
A small Arduino computer, plug-in test board and loose wires. It is useful for learning and safe workbench tests, but it is not ready to install in a car.
A protected monitoring unit
A smaller device inside a secure case, with safe vehicle power, satellite location, a mobile connection, movement sensing, saved journey data and short-term backup power.
In simple terms: the image shows a possible direction for the next prototype. Engineers must still choose, build and test the final parts.

The budget includes satellite location and movement sensors that work across many vehicles, plus extra computer-connection testing for one chosen vehicle model. Information such as seatbelt, light or door status must be checked separately for every model.

A very early allowance is GBP 0.5m-2m+ and at least 12-24 additional months for the first vehicle family. It would need separate safety and legal work. The system must never stop a moving engine.
One-off development budget
Most of the investment pays people to design, test and prove the product
The total covers the device, online dashboard, privacy and security work, prototypes, formal tests, official approvals and factory preparation. It also keeps money aside for likely fixes and repeat tests.
How to read this: these costs happen once to create and prove the product. They do not pay for normal stock, day-to-day business cash, advertising, sales activity or the monthly online service.
Three possible cost and timing outcomes
Lower-cost case: Assumes the first designs work well, suppliers remain available and little repeat testing is needed.
Most likely estimate: Allows for three circuit-board versions, one focused repeat test and money for expected changes.

Start with three trial-build candidates; keep two global firms for later scale
These are well-established automotive electronics manufacturers, not appointed suppliers. The first step is to send the same short request for information and quotation to TT Electronics, Zollner and Sanmina.
They publish services that cover prototypes or smaller mixed batches. Ask Jabil and Flex to benchmark the later route to 1,000 and 10,000 units.
No budget change yet. The KWD 354k figure remains an early estimate until a manufacturer gives a written price.

Its published work includes building vehicle-tracking units that measure mileage, speed, acceleration and braking. It can also provide circuit-board assembly, cables, cases and testing.

Before choosing a test lab, obtain written confirmation that Kuwait's communications regulator will accept the exact laboratory, its accreditation and its report format.

Testing, safety reviews and approvals set the pace
Several areas of work happen at the same time. The device is not used in a car until safety, privacy, security and installation checks allow a monitoring-only test.
Location and movement information reaches a phone-friendly dashboard, including information saved while offline.
Measured battery use, location availability, recovered uploads and false-alert rate.
Near-final design, laboratory reports, approval documents and repeatable build and installation checks.
Kuwait's communications regulator publishes a 20-working-day target for its device-approval service. Laboratory testing and preparation of the approval documents must happen before that period begins.
Cost to make each device
At 1,000 units, estimated factory cost is about GBP 138 per device
The current Arduino Uno assembly and the proposed Portenta kit are learning tools. A future production unit would use a smaller custom circuit board, a protective case and a proper cable. Larger orders reduce the cost of parts and assembly.
What the factory cost includes: electronic parts, the protective box, a fused cable, assembly, device setup, sensor checks, final testing, packaging, incoming delivery costs and an allowance for failed units and warranty replacements. Tax, import duty and professional installation are separate.

Monthly running cost
At 1,000 vehicles, allow about GBP 7.50 for each vehicle each month
The SIM card is only one part of the service. The estimate also includes the online system, saved journeys, maps, security checks, device monitoring and a modest amount of human support.
Assumption: each vehicle uses about 25-100 MB of mobile data per month and stores journey history, alerts and device-health information. Information is received securely and backed up.
The selling price and profit per customer should be decided only after paid trials show what buyers value and how the product will be sold.
With only a few customers, investigating alerts and helping installers may cost more than the online computer service itself.

What will make the estimate more accurate?
Before the design is fixed: obtain a full parts quote, confirm Kuwait mobile-network operation, measure professional installation time and agree the official list of laboratory tests.
Before making firm claims to investors: complete the one-car results report, independent safety and security reviews, and written Kuwait legal and regulatory advice.
